Inoue was assistant manager under Slovenian coach Zdenko Verdenik at the J.League side from 2011 to 2013, and had previous youth and senior coaching stints at JEF United Ichihara Chiba and J.League 2 side Brummel Sendai (now Vegalta Sendai).
The 47-year-old will take charge of the NFA Under-18 team on a one-year contract, renewable for another year.
Conversant in English and German in addition to his native language, Inoue has a Japan Football Association (JFA) 'A' Coaching License, the equivalent of Asian Football Confederation (AFC) 'A' Coaching License.
